Jail Overcrowding Reaches Critical Levels
The report’s most pressing concern is the severe overcrowding at the Siskiyou County Jail. On average, 2-3 felony offenders are released daily due to lack of space, posing potential risks to public safety. The jury found that previous efforts to address this issue, including two rejected ballot measures for a new jail, have failed to resolve the problem.
A key recommendation is to repurpose the Charlie Byrd correctional facility, a 40-bed facility currently being converted into office space, as a branch of the county jail. The jury argues this could provide immediate relief to the overcrowding situation.
“The County has other options for office space but not for adult jail space,” the report states, urging county leadership to reconsider the use of this facility.

Deadwood Conservation Camp: A Valuable Resource
The jury’s inspection of the Deadwood Conservation Camp, jointly operated by CAL FIRE and the California Department of Corrections and Rehabilitation, revealed its significant contributions to fire suppression and community service projects. However, the camp faces challenges in maintaining its inmate population due to changes in sentencing laws and qualification criteria.
Local fire departments praised the work ethic and abilities of the camp’s inmate crews, underscoring the program’s value to the community.

The grand jury report offers numerous recommendations to address the issues identified, particularly regarding jail operations and safety. These include implementing better visitor procedures, enhancing safety equipment, and updating the sheriff’s website with more comprehensive booking information.
