Former Yreka City Manager Drops Whistleblower Bomb on Silicon Valley Elite, Accuses Council of Racism, Sexism, and Housing Corruption

Jason Ledbetter Alleges “Shadow Government” in Woodside, Claims Mayor Buried Child Safety Measures for Personal Convenience

YREKA โ€” A former North State city manager who once earned praise as the “epitome of a public servant” has detonated a political firestorm 300 miles south, accusing the wealthy enclave of Woodside of operating a “shadow government” rife with racist hate speech, misogynistic bullying, and deliberate obstruction of state housing laws.

Jason Ledbetter, who served as Yreka’s city manager for three years before resigning in April 2025 to take a $300,000-per-year position as Woodside Town Manager, was placed on 60 days of paid administrative leave Wednesday after releasing a 14-page whistleblower report that reads like a Shakespearean tragedy of small-town corruptionโ€”albeit one where the median home value exceeds $2 million.

The report, dated February 17 and invoking the Gnostic Gospel of Thomas (“If you bring forth what is within you, what you bring forth will save you”), alleges that Ledbetter’s nine-month tenure was marred by a “hostile workplace built on corruption, abuse and dishonesty” perpetrated by the Town Council’s leadership. The document accuses Mayor Brian Dombkowski and Mayor Pro Tempore Paul Goeld of pressuring Ledbetter to violate state housing mandates by stalling affordable housing projects in their districts until after the November 2026 election, while simultaneously subjecting fellow council members to racist and sexist vitriol.

From the North State to the Peninsula

Ledbetter’s departure from Yreka last spring was characterized as a professional advancement. Colleagues, including current Yreka Mayor Colleen Baker, lauded his vision and professionalism. Woodsideโ€”a community of 5,100 residents in the Santa Cruz Mountains foothills with median household incomes exceeding $250,000โ€”offered new challenges for the veteran manager with over 25 years of government experience.

But according to the whistleblower report, Ledbetter walked into a hornet’s nest of personal vendettas and backroom dealing.

Within weeks of his May 2025 start date, Ledbetter claims he was summoned to a dinner at Buck’s Restaurant where Mayor Dombkowski and Mayor Pro Tempore Goeld allegedly disparaged Councilmember Jennifer Wall using derogatory terminology, calling her “dangerous” for political canvassing and referring to her chest as “marbles on a billiards table.” The report alleges Dombkowski dismissed Wall’s subsequent bullying of Ledbetter with the declaration: “I was 4-1 and she couldn’t touch me.”

Housing Obstruction and “Shadow Governments”

The most consequential allegations involve the Town’s California State Certified Housing Element. Ledbetter claims Dombkowski explicitly instructed him to postpone Requests for Proposals (RFPs) for low-income housing at the Raymundo site in the Mayor’s district, stating the plan was to “dismiss” the Housing Element deliverable by “purposefully not acting” on feasibility initiatives until after Dombkowski secures reelection. The Mayor allegedly told Ledbetter the matter would become Goeld’s “problem to deal with” once he rotates out of the mayorship.

Goeld allegedly delivered similar instructions regarding the High Road site in his own district, with both men expressing concern over housing for incomes below $108,000 in their neighborhoods.

The report also details what Ledbetter describes as a “shadow government” operated by former Councilmember Chris Shaw, who allegedly admitted to “running shadow governments” and “puppeteering” town politics from the margins. Shaw, described as a close gym companion to Dombkowski, allegedly received confidential closed-session information to benefit developer friends and mediated on behalf of applicants for the 773 Canada Road and Farm Hill projects.

Racist Remarks and Closed Session Leaks

At a July 10, 2025 dinner at the Village Pubโ€”one of two alleged meetings where Ledbetter was “reviewed” by the Mayor and Mayor Pro Temporeโ€”Goeld allegedly made racist remarks regarding the conflict in Gaza, referring to Palestinians as “the original nโ€”โ€”s” and “sand nโ€”โ€”s” while noting Councilmember Hassan Aburish’s heritage. During the same dinner, Goeld allegedly disclosed confidential closed-session information regarding Ledbetter’s hiring process, including gender bias allegations raised by Wall during interviews.

Ledbetter claims Town Attorney Jean Savaree dismissed his subsequent notifications of Brown Act violations, advising him: “Don’t ever tell anyone you know that.”

The School Zone Speed Limit Controversy

Perhaps the most visceral allegation involves child safety. Ledbetter claims Dombkowski pressured him to “bury” a Circulation Committee recommendation to lower the speed limit to 15mph in front of Woodside Elementary Schoolโ€”a measure supported by parents and staff following near-miss incidents during drop-offโ€”because the route affected the Mayor’s daily commute.

Simultaneously, Dombkowski allegedly fast-tracked a separate petition to reduce speeds on Highway 84 between Churchill and Moore to facilitate a private donor-funded median beautification project requiring speeds below 40mph. When Ledbetter refused to simultaneously advance the median project while suppressing the school safety measure, he claims Dombkowski retaliated by removing San Mateo County Sheriff’s Office traffic reporting from the Circulation Committee during a February 10 council meeting.

Double Standards and Digital Diaries

The report doesn’t spare Councilmember Wall, whom Ledbetter accuses of violating the Fair Employment and Housing Act (FEHA) through gender-based discrimination against him. He alleges Wall subjected him to “accusatory and aggressive” late-night text messages at 3 a.m., midnight, and during vacations, demanding immediate action on non-emergency items such as SMC Alerts for routine sheriff’s activity near her residence.

Ledbetter claims he maintained a “digital diary” with time-stamped entries documenting the alleged violations, and offered to provide email exchanges, calendar events, and text message PDFs to investigators.

Extortion or Severance Negotiation?

Woodside officials have characterized the whistleblower release as an act of blackmail. Town Clerk Jennifer Li stated that Ledbetter demanded over $400,000โ€”the equivalent of his contract termination payoutโ€”by February 22 (later moved to February 20), threatening to release the report if the Town did not pay. The Council rejected the demand during a closed session on February 18, after which Ledbetter made the document public.

Ledbetter disputes this framing, stating he requested a one-year severance package to resign quietly and avoid public scandal, choosing to go public only after the Town offered six months and dismissed his concerns.

“I said no, I want one year or I will go public and take to [Attorney General] Rob Bonta,” Ledbetter stated. “These are the wealthiest people on the planet and I refuse to lose my truth and reputation for their desire to keep low-income housing out of Woodside.”

Yreka Connection

The scandal has cast a shadow back to Ledbetter’s North State tenure. While Ledbetter has indicated he plans to return to the Yreka areaโ€”where his wife’s family resides and where he still maintains professional relationshipsโ€”he has not indicated whether he will seek reinstatement to his former position. Yreka is currently conducting a search for a permanent city manager following Ledbetter’s departure.

Mayor Dombkowski and Councilmember Wall have publicly denied all allegations. Dombkowski told the Almanac News he “tried my best to support [Ledbetter] and do whatever I could so he could succeed,” while Wall stated she “look[s] forward to participating in the investigation” and denied the claims against her.

The Town has announced it will conduct an “impartial investigation” into the allegations, though Ledbetter’s report suggests he has already filed or intends to file with the California Attorney General’s office for external review.

“Siskiyou News has submitted a California Public Records Act request to the Town of Woodside for all communications, metadata, and investigative records related to Ledbetter’s employment and the allegations contained in the February 17 report. We will publish the Town’s response and any additional documentation as it becomes available.”
