The State Water Board’s emergency regulation for the Scott and Shasta River Watersheds remains in effect until January 26, 2026. As of mid-May 2025, curtailments in both watersheds were suspended due to flows exceeding minimum requirements. With drier months approaching, the Board will continue monitoring conditions and provide updates through the Scott River and Shasta River Watersheds webpage and the “Scott-Shasta Drought & Flow Efforts” email list.
On March 11, 2025, the Division of Water Rights sought public input to inform the development of an economic analysis and scientific basis report(s) for establishing baseline minimum flows in these watersheds. The solicitation, which closed on April 25, 2025, received 11 comment letters. Many submissions highlighted the importance of fisheries, instream flow needs, tribal health, and the cultural significance of salmon, while also addressing the economic impacts of flow regulations and declining salmon populations. Most commenters endorsed the proposed baseline minimum flows and urged consideration of recovery flows to support long-term species recovery. However, some expressed concerns about the economic toll on agriculture, advocating for alternative flow scenarios to minimize impacts on local farming communities.
The Board will use this input to guide future efforts, balancing ecological needs with economic considerations in the Scott and Shasta River Watersheds.
