
A devastating wildfire known as the Shelly Fire swept through parts of Scott Valley, Siskiyou County, California during the summer of 2024, prompting Governor Gavin Newsom to declare a state of emergency. The fire, which ignited on July 3rd, burned through 15,520 acres before firefighters achieved full containment on August 6th. Early July brought challenging conditions as a high-pressure system settled over California, creating a perfect storm of record heat, low humidity, and high winds that led to extreme fire behavior. The intense conditions forced officials to issue evacuation orders as the blaze threatened homes, structures, and critical infrastructure throughout the region. The severity of the situation required resources beyond what local authorities could provide, leading to a coordinated emergency response effort.
In response to the crisis, Governor Newsom issued a formal state of emergency proclamation on November 1st, 2024, acknowledging that the wildfire created conditions of “extreme peril” to both residents and property, warranting immediate state intervention. Under the provisions of the California Emergency Services Act, the governor determined that local authorities’ resources were inadequate to cope with the magnitude of the disaster, necessitating assistance from multiple mutual aid regions. The executive order directs all state agencies to utilize their personnel, equipment, and facilities to assist in emergency response efforts. Notably, the proclamation suspends certain restrictions typically triggered during states of emergency under Penal Code section 396. Through this declaration, affected communities gain access to vital resources and support under the California Disaster Assistance Act, with the Office of Emergency Services authorized to provide appropriate assistance to local governments. The governor’s order emphasizes the requirement for residents to comply with emergency officials’ directions to ensure public safety during the ongoing recovery efforts.
