In 1996, California made history as the first state to legalize medicinal cannabis with the Compassionate Use Act. Two decades later, in 2016, voters approved recreational use. Now, Governor Newsom is taking steps to address a new challenge: unregulated hemp products containing THC.
New emergency regulations aim to protect California’s youth from potentially dangerous hemp-derived products. These rules ban detectable THC in consumable hemp items, set a minimum purchase age of 21, and limit package sizes. This move closes loopholes that allowed manufacturers to sidestep existing cannabis regulations.
While California has long been at the forefront of cannabis reform, these latest measures highlight the ongoing balance between access and safety. As the industry evolves, so must the regulations that govern it, ensuring that both medicinal and recreational users can access cannabis products responsibly while protecting the vulnerable.
