SISKIYOU COUNTY BOARD OF SUPERVISORS REGULAR MEETING

February 20, 2024

The information provided outlines a series of approvals for grants and contracts related to the implementation of the Sustainable Groundwater Management Act (SGMA) in California. SGMA, enacted in 2014, is a legislative act aimed at ensuring better management and use of groundwater resources in California, which has faced significant water scarcity and groundwater depletion issues. The act requires local groundwater sustainability agencies (GSAs) to develop and implement Groundwater Sustainability Plans (GSPs) to achieve sustainable groundwater management. The approvals mentioned are for agreements and contracts in three specific groundwater basins: Butte Valley, Scott Valley, and Shasta Valley. Here’s a breakdown of what each approval entails:

  1. Butte Valley Groundwater Basin Grant Agreement: Approval of a grant agreement with the California Department of Water Resources for the Butte Valley Groundwater Basin, totaling $3,335,200. This funding is aimed at supporting the implementation of the Sustainable Groundwater Management Act in the basin, with all work to be completed by March 31, 2026.
  2. Scott Valley Groundwater Basin Grant Agreement: Similar to the Butte Valley agreement, this approval is for a grant agreement for the Scott Valley Groundwater Basin, with a total amount of $3,880,800. The grant supports SGMA implementation efforts, with a completion deadline of March 31, 2026.
  3. Shasta Valley Groundwater Basin Grant Agreement: This approval is for a grant agreement for the Shasta Valley Groundwater Basin, with funding of $3,462,800. The grant will aid in the implementation of SGMA, with all activities to be concluded by March 31, 2026.
  4. Contract with Larry Walker Associates Inc. for Butte Valley: Approval of a contract with Larry Walker Associates Inc. to provide services related to the Groundwater Sustainability Plan for the Butte Valley Groundwater Basin. The contract amount is not to exceed $2,191,178, covering the period from October 4, 2022, through December 31, 2024.
  5. Contract with Larry Walker Associates Inc. for Scott Valley: This approval is for a contract with Larry Walker Associates Inc. to provide services for the Groundwater Sustainability Plan for the Scott Valley Groundwater Basin. The contract amount is capped at $2,562,820, with the term running from October 4, 2022, to December 31, 2024.
  6. Contract with Larry Walker Associates Inc. for Shasta Valley: Similar to the other contracts, this approval is for services related to the Groundwater Sustainability Plan for the Shasta Valley Groundwater Basin. The contract amount is not to exceed $2,234,147, and it spans from October 4, 2022, through December 31, 2024.

These approvals are crucial steps in advancing the goals of SGMA, aiming to ensure the long-term sustainability of groundwater resources in these basins. By securing funding and expert services, these actions support the development and implementation of comprehensive groundwater sustainability plans, addressing issues such as groundwater depletion, subsidence, and ensuring water availability for future generations.
