SACRAMENTO โ Governor Gavin Newsom signed AB 263 into law on Native American Day, advancing California’s commitment to protect salmon populations and habitat in the Klamath River watershed.
The legislation, authored by Assemblymember Chris Rogers (D-Santa Rosa), builds on recent conservation victories in the region, particularly the removal of dams on the Klamath River that has led to dramatic improvements in salmon habitat. The bill furthers the state’s promise to protect these critical fish populations that hold deep cultural significance for tribal communities.
“Native American Day is a celebration of Native culture and achievements, an acknowledgment of what Native peoples have endured, and a day to honor their resilience and all that they’ve protected,” said Governor Newsom during the signing ceremony at the State Capitol, where Native American leaders from across California gathered for the celebration.
The salmon protection measure was part of a broader package of legislation signed on Native American Day that advances tribal priorities. The timing underscores the connection between environmental conservation and Indigenous stewardship, as salmon have been a cornerstone of Native American culture and sustenance in Northern California for thousands of years.
The Klamath River watershed has seen significant ecological recovery following the removal of aging dams, creating renewed hope for salmon runs that had been severely diminished for decades. AB 263 aims to build on this momentum by strengthening protections for both the Scott River and Shasta River watersheds.
Tribal Affairs Secretary Christina Snider-Ashtari emphasized the significance of the legislation, noting that California’s diverse tribal nations have been foundational stewards of the state’s natural resources “since time immemorial.”
The bill represents part of the Newsom administration’s broader efforts to address historical wrongs against California Native peoples while advancing shared environmental and cultural priorities between the state and tribal nations.
