On July 11, 2024, the Etna City Council held an emergency meeting to address the growing threat of the Shelly Fire. The council convened at 5:30 pm both in-person at 442 Main Street and via teleconference to discuss and ratify emergency measures.
The main agenda item was the confirmation of a local disaster proclamation made earlier that day by Jeff Mitchem, the City Administrator and Director of Civil Defense and Disaster. Mitchem issued the proclamation in response to the eastward expansion of the Shelly Fire’s perimeter towards Etna.
Although no evacuation orders have been issued yet, the proclamation was made as a precautionary measure to ensure public safety. The City Council passed two resolutions during the meeting:
- Resolution 2024-009: This resolution confirmed Mitchem’s proclamation of a local disaster.
- Resolution 2024-010: This formally documented the proclamation of the disaster by the Director of Civil Defense and Disaster.
The declaration of a local disaster allows the city to access additional resources and implement emergency measures as needed. The City Council will review the local emergency status every 60 days until conditions improve and the emergency can be terminated.
Etna residents are encouraged to stay informed about the Shelly Fire’s progress and follow any safety instructions issued by local authorities. The city has emphasized its commitment to providing necessary accommodations for individuals with disabilities who may need assistance during this time.
As the Shelly Fire continues to pose a threat, Etna officials will monitor the situation closely and provide updates to the community as needed.

Issuing an emergency declaration only does one thing ,strips the people of there rights.Where do they find these people there not locals that’s for damn sure.And who’s ever heard of director of civil defense and disaster?
