Weed / COS โ During their regular meeting on Tuesday, August 19, 2025, College of the Siskiyousโ Governing Board of Trustees appointed Ray Kellar as Provisional Trustee representing District Area 1, which includes the areas of Dunsmuir, McCloud, and Castella school districts; expanded west to include unincorporated land west of Dunsmuir, the Azalea area, and unincorporated land east of Lake Siskiyou.
The district accepted a letter of resignation from Area 1 Trustee Kevin Dalton on July 1, 2025. Pursuant to Ed Code Section 5091, “the community college district governing board shall, within 60 days of the vacancy, either order an election or make a provisional appointment to fill the vacancyโ. Pursuant to California Education Code Section 5091, the district undertook the recruitment process to fill the vacant trustee seat within the sixty (60) day timeline. Notices were published in newspapers of general circulation and in three public areas within the district. Candidate applications were due Thursday, July 31, 2025.
At the August 19, 2025, meeting, the Governing Board interviewed two provisional trustee applicants. They also discussed and chose to provisionally appoint one of the two candidates as a trustee during open session of the August 19, 2025, meeting. Motion was made to nominate Ray Kellar as a provisional Trustee for Area 1. Mr. Kellar will serve as Trustee representative for Area 1 until the next regular election of the Board of Trustees in December 2026. (If a petition is filed, then a special election must be held.)
Mr. Kellar was given the oath of office by Dr. Char Perlas โSuperintendent/President of College of the Siskiyous and seated at the meeting. Unless a petition is filed in the Office of the County Superintendent of Schools within thirty (30) days of this provisional appointment, containing enough signatures, this provisional appointment shall become an effective appointment until the next regularly scheduled Board of Trustees election for Trustee Area 1, December 2026. Mr. Kellar is the current Superintendent for Dunsmuir High School, planning to retire in December 2025.ย He has served on several community and state-wide organizations and has been both Principal and Superintendent at Dunsmuir High School since 1998.ย Mr. Kellar is also a College of the Siskiyous alum.
