The Siskiyou County Board of Supervisors welcomes you to this meeting. This agenda contains a brief general description of each item to be considered. If you wish to speak on an item on the agenda, please complete a Speaker’s Card identifying the item(s) and return it to the Board Clerk. If you wish to speak on a matter that does not appear on the agenda, you may do so during the Public Comment period. Persons speaking during Public Comment will be limited to three minutes, or depending on the number of persons wishing to speak, it may be reduced to allow all members of the public the opportunity to address the Board. Except as otherwise provided by law, no action or discussion shall be taken/conducted on any item not appearing on the agenda. When addressing the Board, please state your name for the record prior to providing your comments. Please address the Board as a whole through the Chair. Comments to individual Supervisors or staff are not permitted.

The Board may take action sitting as the Board of Supervisors and as the governing body of: Siskiyou County Flood Control and Water Conservation District Board, Siskiyou Power Authority, County Service Area 3 Board, County Service Area 4 Board, County Service Area 5 Board, Airport Land Use Commission, and In Home Supportive Services Public Authority.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS
Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises, discretionary land use permits and other entitlements if the Board member received more than $250 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the County’s decision on the agenda item in the preceding twelve months. Members of the Board of Supervisors who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $250 to a Board member in the preceding twelve months, are required to disclose that fact for the official record of the subject proceeding. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the Clerk of the Board of Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.
Availability of Public Records. All public records related to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act, that are distributed to a majority of the legislative body will be available for public inspection at 311 Fourth Street, Room 201, Yreka CA 96097 at the same time that the public records are distributed or made available to the members of the legislative body. Approve letter to the Assembly Emergency Management Committee and Committee on Health Management expressing concerns re Assembly Bill (AB) 2973 (Hart) Emergency Services.
B. County Administration – Personnel
Adopt Resolution amending the Siskiyou County Salary Schedule and Position Allocation List and approve new classifications specifications re Hazardous Materials Associate position, 1.0 FTE, effective April 28, 2024.
C. General Services – Airports
Approve addendum to ground lease with The Mitchell & Paulette Cary Living Trust for Hangar #29 at the Weed Airport, revising the Base Rent and Annual Rent Increase and deleting and replacing Exhibit C as specified in the addendum.
D. General Services – Airports
Approve addendum to Ground Lease with Edward M. Medlin for Hangar #1 at the Siskiyou County Airport, revising the Base Rent and Annual Rent Increase and deleting and replacing Exhibit C as specified in the addendum.
E. Health and Human Services – Behavioral Health Division
Approve Amendment 1 to Program Funding Agreement with Horne LLP, for Community Care Expansion (CCE) Preservation Program through the California Department of Social Services, revising funding expenditure deadlines as specified in the Amendment.
F. Health and Human Services – Public Health Division
Adopt Resolution authorizing the acceptance of the award under CDPH (California Department of Public Health) and administered by The Center at Sierra Health Foundation (The Center) COPHRI (California Overdose Prevention and Harm Reduction Initiative) for County of Siskiyou, for an allocation up to $630,000 for the period March 1, 2024 through June 30, 2027.
G. Health and Human Services – Social Services Division
Approve Training Services Agreement with The Regents of The University of California, Davis, in an amount not to exceed $268,770 for the term July 1, 2024 through June 30, 2026.
H. Health and Human Services – Social Services Division
Approve addendum to contract with Social Change Partners, LLC for the California Outcomes and Accountability Review, increasing the contract by $25,000 to a total not to exceed $75,000, deleting and replacing Exhibit A – Specific Services and extending the term through November 30, 2024.
I. Health and Human Services – Social Services Division
Approve amendment to agreement with California Department of Aging for Access to Technology Grant, shortening the term by three months to September 30, 2024, revising language re the Grant Performance Period and deleting and replacing Exhibit C – General Terms and Conditions as specified in the amendment.
J. Office of Emergency Services
Approve contract with Safeware Inc./Bold Planning to create the Siskiyou County Multi-Jurisdictional Hazard Mitigation Plan Update, in an amount not to exceed $148,700 for a term ending June 28, 2026.
K. Transfer of Funds
1. General County Fire – $17,000. Requires 4/5 Vote.
2. Inmate Health – $100,000. Requires 4/5 Vote.

Discussion, direction and possible action re draft letter to the Federal Energy Regulatory Commission (FERC) formally communicating primary concerns related to Lower Klamath Dam Removal Project and making certain requests to FERC to address these concerns.

Public hearing to consider two Resolutions, one approving an amendment to an existing Agricultural Preserve and one approving the rescission and reentry of an existing Williamson Act Contract under Application APA-23-20 and finding the project exempt from CEQA for the Nerva (Tom) Hayden Williamson Act Rescission and Re-entry, Agricultural Preserve Amendment Project, located north and east of the City of Etna CA.

Public hearing to consider two Resolutions, one approving an amendment to an existing Agricultural Preserve and one approving the rescission and reentry of an existing Williamson Act Contract under Application APA-23-22 and finding the project exempt from CEQA for the Charles Hayden Williamson Act Rescission and Re-entry, Agricultural Preserve Amendment Project, located north and east of the City of Etna CA.
